Why Cannabis Prices Fell, and What That Changed

Wholesale collapse in most mature markets reshaped what reaches the shelf, not just what it costs.

Wholesale cannabis prices have fallen substantially in most established legal markets over the past several years. The consequences reach further than the price tag.

The cause was capacity

Licensing rounds authorised cultivation capacity faster than legal demand grew, and cannabis is a crop that scales quickly once capital arrives. Supply outran demand in market after market.

Because cannabis cannot cross state lines, oversupply cannot be exported. It has to clear within the state, which forces prices down hard.

Distillate absorbed most of it

Commodity distillate is the least differentiated product in the category, so it competes almost purely on price. That is where compression landed hardest.

The result is a widening gap between the bottom band and everything above it. A bountiful farms vapes or juiced vapes listing at the cheapest end sits in the most compressed part of the market.

What it did to producers

Margins compressed, consolidation accelerated, and a number of operators exited or were acquired. Smaller producers without scale advantages were hit hardest.

What it did to quality

Both directions. Downward pressure encouraged corner-cutting at the commodity end. It also pushed producers who could not win on price to compete on flavour and process instead — which is a substantial part of why live resin and solventless categories grew.

Tax did not fall with it

Excise rates are set in statute and generally did not adjust as wholesale prices dropped. Where tax is levied as a percentage it fell proportionally; where levied per unit of weight it did not, and it became a much larger share of the retail price.

This is a significant part of why retail prices fell less than wholesale did, and why the licensed-versus-unlicensed price gap persists.

What it means for buying

Value at the bottom of the market is genuinely better than it was, and the gap in quality between the cheapest and mid-tier product is wider than the price gap suggests.
